In October, the Superintendent of
Indian Affairs in St. Louis, Thomas Harvey, urged the U.S. Army to
begin protecting Indians from white depredations, and to organize a
treaty council with tribes of the West to make peace. In his
annual letter to Congress, Harvey predicted that tensions would
rise between whites and Indians as more settlers crossed Indian
Territory to reach the fabled New Eden in the Oregon
Territory.
